Certificate of structural adequacy
A Certificate of Structural Adequacy (CSA) is typically required when a property has undergone structural remedial or refurbishment work. This might include repairs after subsidence, underpinning, removal of load-bearing walls, an extension or significant alterations to the foundation or superstructure. They are typically used when such works were carried out some years previously, and statutory requirements such as Building Control approval were not obtained at the time. The CSA is used to confirm that the works carried out were structurally sound and that the structure is performing adequately.
The structural engineer providing the CSA is effectively vouching for the integrity of the works on the basis that no signs of associated structural distress have developed in the years since the works were carried out. As the CSA is based on the long-term structural performance, it should only be used when a good number of years have passed since the completion of the alterations or repairs. The certificate confirms that the structure is now sound and poses no ongoing risk.
Homeowners may need a CSA when hoping to sell their property, as the statutory approvals were not obtained for long-standing alterations or repairs. Mortgage lenders, insurers, or potential buyers may request the certificate as proof that past structural issues have been properly addressed.
CSAs may also be required by insurance companies if repairs have been carried out prior to the insurer providing cover.
The certificate must be issued by a Chartered structural engineer who has inspected the site and, if necessary, reviewed documentation or calculations for the alterations or repairs. The engineer should be a chartered member of either the Institution of Civil Engineers (MICE) or the Institution of Structural Engineers (MIStruct E). This ensures they have the adequate qualifications, experience and expertise to validly comment on the performance of the as-built structure. At Structures Made Easy, all our engineers who inspect and provide CSAs are chartered, with many years of experience working with existing buildings.
