Post-Grenfell Regulations: Why Structural Reports are Critical for Compliance

The tragic Grenfell Tower fire in 2017 reshaped the UK’s building safety landscape. In its aftermath, the government introduced sweeping reforms to protect residents of high-rise residential buildings (HRBs). Central to these reforms is the Building Safety Act 2022, which created a new safety regime for tall residential blocks and introduced the Building Safety Regulator (BSR).

While fire safety has rightly dominated headlines, structural safety is now treated as equally critical. One of the Act’s two legally defined building safety risks is structural failure. For owners, landlords and managing agents, commissioning a professional structural report is now essential to remain compliant and safeguard residents.

The New Post-Grenfell Safety Framework

The Building Safety Act 2022 applies to higher-risk buildings, any residential building at least 18 metres or seven storeys in height and containing two or more residential units. Key requirements include:

  • The Principal Accountable Person (PAP) must carry out a “suitable and sufficient” assessment of structural failure risk (Section 83).
  • A Safety Case Report must be submitted to the Building Safety Regulator (BSR) to secure a Building Assessment Certificate.
  • Dutyholders must maintain a “golden thread” of accurate building safety information, including up-to-date structural records.

Without a compliant Structural Report, the BSR can refuse certification and may impose enforcement action or penalties.

Why Structural Reports Matter Post-Grenfell

  1. Recognising Structural Risk as a Defined Safety Hazard
The Act now treats structural failure on the same level as fire. A report formally identifies potential failure modes such as progressive collapse, corrosion, or movement and sets out how they are managed.
  2. Supporting Fire Safety Strategies
Fire safety systems only work if the building remains stable during a fire. A structural report verifies that load-bearing walls, floors, roofs and stair cores will perform as intended under fire conditions.
  3. Providing Evidence for the BSR
The BSR expects clear, professional documentation of the structure’s current condition and robustness. A well-prepared report satisfies this expectation and reduces regulatory risk.
  4. Creating a Reliable Golden Thread
Accurate structural information supports long-term safety management, refurbishment planning and compliance audits.
  5. Maintaining Asset Value and Insurance Access
Post-Grenfell, insurers and lenders are demanding clear evidence of structural integrity. A detailed report protects property value and insurability.

What a Structural Report Should Include

A BSR-ready structural report typically covers:

  • Review of available records and drawings
  • On-site inspection of load-bearing elements
  • Structural appraisal based on information available at the time of reporting
  • Risk assessment of failure modes
  • Clear recommendations for repair, strengthening or monitoring
