Structural report for Building Safety Case
A Structural Report for a Building Safety Case is a formal technical document prepared by a competent structural engineer that assesses the condition, integrity and safety of a building’s structural system and documents how the risks of structural failure are identified and managed. It is required for high-rise residential buildings over 18 metres or seven storeys under the Building Safety Act 2022.
The Act defines a Higher-Risk Building (HRB) as any structure that is at least 18 metres or seven storeys in height and contains at least two residential units. The Principal Accountable Person (PAP) for every HRB must demonstrate that structural safety risks have been identified, assessed and managed. Without an appropriate structural report, the Building Safety Regulator (BSR) may refuse to issue a Building Assessment Certificate, which is now mandatory for all HRBs.
A well-prepared structural report demonstrates to the BSR, residents and insurers that the building’s load-bearing frame, walls, floors, roof and foundations have been professionally assessed and that any risks of structural failure are understood and controlled. For owners, landlords and managing agents, commissioning a compliant structural report is essential to completing the Safety Case Report and maintaining resident safety.
Why the Report Matters
The Building Safety Act introduced a new duty for the Principal Accountable Person (PAP) to carry out a “suitable and sufficient” assessment of structural failure risks (Section 83). Without evidence of this assessment, the BSR may refuse to issue a Building Assessment Certificate, now mandatory for HRBs.
Structural safety is one of only two building safety risks defined in law (the other is fire). A clear, well-structured report shows regulators, residents and insurers that the building’s load-bearing frame, roof, walls, floors and foundations are robust and maintained.
What the Report Includes
- Building description: height, number of storeys, age, and structural system (e.g. reinforced concrete frame, steel frame, masonry).
Review of available records – drawings, past surveys, refurbishment history and any known incidents.
Inspection findings: visual review of columns, beams, slabs, roofs and stair cores, balconies, external staircases, etc. - Structural appraisal based on visual inspection and available document records.
- Further intrusive inspections if required.
- Structural risk assessment: evaluation of potential failure modes such as progressive collapse, deflection, corrosion or RAAC.
- Compliance mapping: how the report satisfies the PAP’s duties under Sections 83 and 84.
- Recommendations: urgent repairs, monitoring plans and long-term maintenance advice.
