The Golden Thread Explained
The Building Safety Act 2022 introduced a new concept called the “golden thread”, which is a digital record of building safety information that remains accurate, accessible and up to date for the entire life of a building. For those managing high-rise residential buildings (HRBs), any structure at least 18 metres or seven storeys tall with two or more residential units, maintaining a reliable golden thread is now a legal requirement.
This information framework allows the Principal Accountable Person (PAP) to prove that all known building safety risks, including structural failure, are identified, assessed, and actively managed.
What the Golden Thread Is
The golden thread is intended to ensure that essential building safety information:
- Remains accurate: it must reflect the building as it currently exists, including any modifications.
- It is stored digitally: so it can be accessed quickly by those who need it, such as PAPs, safety managers, the Building Safety Regulator (BSR) and relevant professionals.
- It is continuously updated: whenever the building is altered, refurbished or maintained.
It covers the two legally defined building safety risks: fire and structural failure. For the structural side, it provides a single source of truth about how the building was designed, built and maintained.
Why Structural Information Is Essential
A complete golden thread must include robust, current information about the building’s structure. This typically covers:
- Original structural drawings, design calculations and specifications.
- Records of materials and construction methods.
- Details of alterations, refurbishments or structural changes.
- Inspection and maintenance history.
- Formal structural appraisals and risk assessments are prepared as part of the Safety Case, including clear statements that findings are based on the information available at the time of reporting.
By maintaining this structural record, the PAP can demonstrate proactive safety management and satisfy the BSR that the risk of structural failure is being controlled.
The Role of Structural Reports
A BSR-ready Structural Report is a cornerstone of the golden thread. It provides an up-to-date, professional appraisal of the building’s stability, robustness and safety, maps findings against the Building Safety Act duties (Sections 83 and 84) and gives actionable recommendations for repair, strengthening or monitoring.
