The “Golden Thread” of Information: Tracking Structural Data for Safety

The Building Safety Act 2022 introduced the concept of the Golden Thread of information a secure, digital record of a building’s safety-critical data that is kept accurate and accessible for the entire life of the building. This requirement applies to Higher-Risk Buildings (HRBs) such as residential blocks over 18 metres or seven storeys with at least two residential units, as well as certain healthcare and care facilities.

For Principal Accountable Persons (PAPs) and building owners, understanding and maintaining the Golden Thread is essential to achieving compliance and protecting residents.

What the Golden Thread Means

The Golden Thread is a single, reliable source of truth about your building’s safety. It must be:

  • Digital: stored securely and easy to update.
  • Accurate and up to date: reflecting the building’s current design, structure and condition.
  • Accessible: available to those who need it, including regulators, future owners and residents (where appropriate).
  • Managed for the building’s lifetime: from original design and construction through occupation, refurbishment and eventual decommissioning.

The Building Safety Regulator (BSR) expects the Golden Thread to contain all key safety information, so that anyone responsible for the building can understand how it is designed, built, altered and maintained.

Structural Data Within the Golden Thread

While the Golden Thread covers fire safety and other critical systems, it also includes structural safety information such as:

  • Original structural drawings and calculations.
  • As-built plans showing frames, cores, slabs, foundations and load paths.
  • Records of any alterations, refurbishments or structural modifications.
  • Past inspection reports, intrusive investigations and structural appraisals.
  • Current Structural Report for the Building Safety Case, confirming the risk of structural failure is understood and managed.
  • Monitoring data (e.g. movement joints, deflection measurements or cracking logs).

Maintaining this information digitally ensures future decision-makers understand the structure and can plan safe maintenance, refurbishment or redevelopment.

Why It Matters for Compliance and Safety

  • Regulatory approval: The BSR may require you to provide Golden Thread information when applying for a Building Assessment Certificate.
  • Efficient risk management: Up-to-date structural data helps identify emerging problems early, avoiding costly emergency works.
  • Smooth ownership transitions: Selling or refinancing is easier when accurate records are available.
  • Resident reassurance: Transparent, well-documented safety information helps build trust.

Failure to maintain the Golden Thread can lead to enforcement action, delays in certification and increased liability for owners and managers.
